I belive Tyranids tended to avoiid Necron enclaves and, you know, under Mars surface the Void Dragon stirs in his sleep...

But there's so much undeveloped space in the galaxy. There should be a couple more alien empires out there.

Custom content is the main reason for the emptiness. If you can homebrew an entire faction, say they're from the unoccupied lands or whatever.

Yes, on the grand scheme of things, they are. However, locally, they are quite a stirr for the Imperium.

But there's so much undeveloped space in the galaxy. There should be a couple more alien empires out there.

Technically, there are. The bulk of them just are not mentioned, fluff-wise.

Also, a tiny nitpick, as there's a few interesting places missing from the map, such as Taros and Vraks.
