Depends who you play, I've conquered Earth for the Rodina plenty of times. But yes, each succeeding game's canon (RA2, Yuri's Revenge, RA3) assume that the Allies won in the previous installment.
SPI
There was an old SPI game from the late 70's called 'Objective Moscow', IIRC. There were two modes it could be played in present day, late 70's, or the future, early 21st century. If you played it in the late 70's you had all the major players, WP vs Nato, Iraq v. Iran, etc. In the future you had the Pan-Scandanavian league, Sweden, Norway and Finland joined into a union, the USSR has given upE the WP and the Eastern European nations joined NATO, Japan has rearmed, and the Mideast is ruled by an alliance of Israel and Iran
. The only really futuristic units were paratroops that could be dropped from orbit. Oh, and nukes were not allowed in the game.
