Short Story where Lincoln has his tongue torn out

What's the short story called where it's set in London after a CSA-victorious ACW and Robert E Lee is meeting with a British politician, might be Russell, and they discuss how the CSA if doomed and how Louisiana has seceded already and then Lincoln comes in and can't speak because his tongue was torn out.

The story is "East of Appomattox" by Lee Allred in Alternate Generals III (Baen, 2005).

It is heavily implied that British politician with whom Lee meets is Mycroft Holmes.

The business with Lincoln aside, I think this is one of the most accurate CSA-victory stories ever written. The Confederacy is an unstable international pariah from the very beginning, and they are too clueless to figure out why no one wants to deal with them.
