A topical challenge, a post - Soviet Union that includes at least the three Slavic republics.
As drafted, the OTL Treaty wasn't going anywhere so the POD can go all the way back to the choice of Gorbachev as General Secretary.
For additional points, create a New Union that includes all but the Baltic states (keeping them might require a POD around 1918).

Belarus and Kazakstan could've stayed with Russia. A New Union could probably form with those three

Central Asian republics supported this New Treaty nation so it would be easy to keep them.

You should find way make hard-liners politically even weaker. And keep Yeltsin away. Perhaps he dies from alcohol poisoning in 1980's.

Yep, that's the challenge. Gorbachev couldn't make it work (maybe even without the coup) at the time he brought it up.
To me it's similar to many surviving imperialism challenges, by the time the imperial power wants to talk about preserving the union, the colonies aren't interested in staying. At the time when the imperial power could impose a democratic solution, they wouldn't want to cause autocracy is working.
