Rangoon, May 13, 1945

Dover Hill slowly was nudged into the docks by a diesel powered tug that had been built just up river. The old merchant ship had been chartered by the Americans to be part of the ever busy path from California or Virginia to Rangoon and then to Chungking. Her crew would soon be working with the stevedores to prioritize the safe unloading of explosives and then canned meat. Once that process had started, the merchant sailors would be hitting up the brothels, bars and arcades near the docks as they would have time and money on their hands.

The train started to move again. The odd piece of massive steel cargo had been unloaded hours ago. Dozens of MPs had surrounded the siding during the entire process to keep any of the half dozen permanent residents away from the process. Half a dozen tractors had begun dragging the cargo to somewhere into the back country.

Brandenburg, Germany May 16, 1945

V Corps headquarters was a mess. The four division commanders who reported to the HQ were waiting. Slim Williamson was chatting with his compatriot from the 7th Armored Division. He was having trouble converting his men from a combat command to a constabulary force. The number of rapes that had been reported in Berlin had only started to decrease. He was not sure if the change was due to less rape or less reporting by either the German civilians who were still fleeing from the Red Army occupation zone in the eastern third of the city or from the survivors in the Western occupation zones.

The briefing soon started. The G3 laid out the mission of the corps. They would be receiving engineering and MP support from the other corps of the 12th Army Group. Air defense and artillery units were being chopped to other corps of the 1st Army before they began movement to the rear and shipment to the CONUS. Some of those units would be attached to the armies being prepared on the West Coast for the invasion of Japan while other units would be demobilized. Volunteers would be welcomed from the men who had at least 300 days of combat time. The longest serving men would be demobilized while the men from that cohort who had not enough time to demobilize would be shifted to training commands.

The Lt. General commanding the corps then laid out some of the challengers. To their north was a British corps and to the south was a combined Polish-French-Greek corps commanded by a French general. These allies were willing to speak with each other and had enough experience to smooth things out. To the east was the Red Army. Their liaison officers had little power to actually resolve issues; instead they would run proposals back through their command groups and eventually deliver a reply. The big challenge now was first to establish civic order and then to go through the wreckage of the German administrative state while dismantling their war making capacity. This would be at least a two year job for the corps.
 
They started planning the occupation back in 1942-3, just like in OTL, right?

IIRC this is where Civil Affairs became a permanent part of the Army instead of getting ad-hoced with each new war.

there is a difference between having a well thought out plan and executing that plan, but yes, planning had been going on for years. The big challenge is that a lot of the early implementation is being done by combat formations that had just been in combat for almost a year. The CA teams are very useful, but not able to be everywhere.
 
I imagine they will be bring the Corps and Army CIC(Counter intelligence Corps) forward as OTL to assist the Divisional teams for translation and interrogation duties?
