Doesn't seem that workable with OTL level of Soviet and Nazi strength, and Czech & Slovak fears of Polish domination.
Perhaps tho if France goes communist post WW1 the PCSC might be formed with German backing as mutual defence against communism.

The article says that it was a proposal by someone in the Polish Government in Exile. It would be amusing to know what the Czech first response was, given that the Poles had been happy to team up with Germany in the carve up of Czechoslovakia in ’38.
