IOTL, when the US suspended diplomatic relations with the Cuban government under Fidel Castro in 1960 and placed an embargo on it, Canada, usually a staunch US ally in international relations, notably refused to join the US under its Prime Minister John Diefenbaker. In fact, Canada was just one of two countries in the Western Hemisphere, along with Mexico, to have never broken off any diplomatic relations with Cuba during the Cold War.
Is there any way to get Canada to be more aligned with the US on Cuba?
