AHC: Unite Northern Europe

With any POD, your challenge is to unite all of Northern Europe into a long lasting state. The more centralization the better. My definition of "Northern Europe" is the entire coastlines of the North Sea and Baltic Sea, plus any hinterlands that make sense.

A bit of a long shot, but maybe a longer lasting North Sea Empire could work. Although from what I heard, the North Sea Empire was a union of several different kingdoms and not a unitary state.
