AHC: Keep the Canadian Right Wing Disunited to the Current Day

With the Progressive Conservative Party's fracture with the Bloc Quebecois starting as a member of the Conservatives and the Reform Party taking control in the west, followed by the Canadian Alliance the Conservative right in Canada was for a period extremely fractured, the Liberals seemed to have a monopoly on power until the Conservative Party lead by Harper came into being. What I am wondering is could the right have stayed in a weak position divided between several parties or was the unification of the Conservative Party inevitable?
